Kuwait University Organizes a Lecture at the College of Architecture Entitled: “Kuwait’s Housing Vision Under the Real Estate Developer Law”

In Support of Collaboration and Knowledge Exchange to Advance Kuwait’s Future Housing Vision

 

Under the patronage and in the presence of His Excellency Abdulatif Hamad Al-Meshari, Minister of State for Municipal Affairs and Minister of State for Housing Affairs, the Department of Architecture at the College of Architecture, Kuwait University, organized a lecture titled “Kuwait’s Housing Vision Under the Real Estate Developer Law.” The event was held on Wednesday, 26 November 2025, at 12:30 p.m. at the College of Architecture, with the aim of enhancing cooperation and exchanging expertise to support Kuwait’s future housing vision.

The event was attended by Eng. Ahmad Al-Ansari, Director of the Investment Department and General Manager of the Real Estate Developer Project at the Public Authority for Housing Welfare (PAHW); Dr. Adel Al-Mumen, Acting Dean of the College of Architecture at Kuwait University; along with several vice deans, department heads, faculty members, and students.

Dr. Adel Al-Mumen, Acting Dean of the College of Architecture, opened the event by welcoming the attendees and expressing his pleasure at the participation of His Excellency Minister Abdulatif Al-Meshari and Eng. Ahmed Al-Ansari. He affirmed that the event reflects the College of Architecture’s commitment to strengthening cooperation between the academic sector and government bodies and supporting the State’s efforts in developing the housing sector to achieve sustainable urban growth.
He further noted that the College is a key partner in shaping the future of real estate development through the preparation of qualified professionals, and through research and consultation services. He concluded by expressing appreciation for the ministries’ in supporting the collaboration with Kuwait University, emphasizing that the event serves as a bridge between academics and decision-makers, presenting a valuable opportunity for students to gain insight into national housing policies and future directions.

For his part, His Excellency Abdulatif Hamad Al-Meshari, Minister of State for Municipal Affairs and Minister of State for Housing Affairs, affirmed that the Real Estate Developer Law represents a transformative step in engaging the private sector in housing development. The law enables the establishment of fully integrated residential cities designed to meet the needs of Kuwaiti families across various demographics.
During his lecture, “Kuwait’s Housing Vision Under the Real Estate Developer Law,” delivered at Kuwait University’s College of Architecture, he explained that the law—issued in 2023—aims to address the housing crisis through sustainable solutions that integrate funding mechanisms, efficient resource management, and urban planning.
He noted that the Ministry has completed preliminary studies for three projects comprising roughly 5,000 housing units, and is currently working on new sites, most notably Al-Murqab and Sulaibikhat Beach. He added that Law No. 118 grants developers the authority to construct secondary infrastructure to ease the burden on the State. The Real Estate Financing Law is also in its final stages and will allow families to obtain bank financing to purchase a home, including joint financing for spouses.
He emphasized the Ministry’s commitment to reinforcing Kuwaiti architectural identity by merging traditional and modern design elements, to create distinctive and sustainable residential areas.

The event concluded with an open discussion between attendees and guest speakers, addressing key challenges and opportunities related to the implementation of the Real Estate Developer Law, and highlighting the importance of synergy between the academic and governmental sectors to achieve sustainable urban development in the State of Kuwait.
