As part of Kuwait University’s commitment to strengthening its national role and advancing its strategic partnerships with the aim of developing the legal system, Kuwait University Signs a Memorandum of Understanding with the Ministry of Justice to Enhance Cooperation in Legal and Legislative Fields

Kuwait University, represented by its President, Prof. Dina Musaed Al-Mailem, signed a Memorandum of Understanding (MoU) with the Ministry of Justice, in the presence of His Excellency the Minister of Justice, Counselor Nasser Yousef Al-Sumait, the Undersecretary of the Ministry of Justice, Ms. Awatif Abdul Latif Al-Sanad, and a number of academic and administrative leaders from both sides. The signing took place on Monday, 16 February 2026, at Sabah Al-Salem University City.
This agreement stems from a shared conviction of the importance of strengthening cooperation between academic institutions and judicial authorities in a manner that contributes to the development of the legislative environment in the State of Kuwait, enhances the quality of legal work, and maximizes the utilization of specialized academic expertise in supporting legislative drafting and review processes based on sound scientific foundations.
The Memorandum of Understanding aims to enhance cooperation in reviewing and drafting legislation by engaging faculty members from the College of Law at Kuwait University in their capacity as a specialized academic reference in legal sciences. This includes providing technical opinions on the legality of laws and legislative proposals under consideration, thereby improving the quality of legislative drafting and ensuring consistency with constitutional provisions and international agreements, in line with the needs of Kuwaiti society and the public interest.
The MoU also provides for the organization of joint workshops and discussion panels between the Ministry of Justice and the College of Law to address practical challenges facing the judicial system. These initiatives aim to exchange scientific and professional expertise and to propose innovative development strategies aligned with local and international developments.
Areas of cooperation further include the preparation of comparative legal studies and research focused on monitoring modern trends in regional and international legislation, and identifying best practices that may be utilized in modernizing Kuwait’s legislative framework, thereby enhancing its legal standing and improving institutional performance.
In this regard, His Excellency the Minister of Justice, Counselor Nasser Yousef Al-Sumait, expressed his pride in collaborating with Kuwait University, emphasizing that this partnership reflects a shared desire to advance legislative work and benefit from specialized academic expertise in ways that enhance the quality of legal studies and modernize legislative drafting and review mechanisms. He noted that the MoU represents a practical framework for integrating efforts between the Ministry of Justice and Kuwait University, achieving a qualitative advancement in supporting legal and judicial work, strengthening national competencies, and reinforcing the principles of justice and the rule of law in the State of Kuwait.
For her part, the President of Kuwait University affirmed that today’s event embodies the deep conviction that Kuwait University is not merely an educational institution, but an active academic and strategic partner in supporting state institutions. She expressed pride in this collaboration, which reflects the importance of institutional partnerships between governmental and private sectors.
She further explained that the agreement brings together the Ministry of Justice’s specialized legal expertise and the academic, research, and legal knowledge of Kuwait University to form an integrated framework that enhances performance quality and improves institutional outputs, thereby promoting sustainability and institutional integration between the two entities. She concluded her remarks by thanking the attendees and wishing continued success to all.
On the sidelines of the signing ceremony, an open discussion session was held between the Minister of Justice and faculty members and students of the College of Law, in the presence of Acting Dean Prof. Abdulrahman Al-Radwan. The session featured an exchange of views and discussions on several legal issues of mutual interest, as well as key challenges facing legislative and judicial work. The discussion took place in an academic atmosphere characterized by constructive dialogue and meaningful engagement, reflecting both parties’ commitment to strengthening direct communication and fostering a culture of knowledge-based partnership between academic institutions and judicial authorities in the State.
